कुलदीप भावसार, नईदुनिया, इंदौर। राजस्व बढ़ाने के लिए नगर निगम ने बिजली बिलों को खंगालना शुरू कर दिया है। बिजली बिलों के जरिए यह पता लगाया जा रहा है कि किस जोन में कितनी आवासीय संपत्तियां हैं, जहां बिजली के कमर्शियल कनेक्शन हैं। इन संपत्तियां की जांच की जिम्मेदारी सहायक राजस्व अधिकारियों को सौंपी गई है।

जोनवार ऐसी संपत्तियों की सूची तैयार होने के बाद संपत्तिधारकों को नोटिस जारी कर संपत्तिकर में आ रहे अंतर की राशि जमा करने के लिए कहा जाएगा। अनुमान है कि निगम को इस कवायद से प्रतिवर्ष 100 करोड़ रुपये से अधिक का अतिरिक्त राजस्व मिले सकेगा।

कमर्शियल कनेक्शनों की संख्या डेढ लाख से ज्यादा है

पिछले दिनों विभिन्न विभागों की समीक्षा बैठक में यह बात सामने आई थी कि शहर में बिजली के कमर्शियल कनेक्शनों की संख्या डेढ लाख से ज्यादा है जबकि व्यावसायिक संपत्तियों की संख्या 80 हजार से भी कम है। बड़ी संख्या में लोगों ने अपनी आवासीय संपत्तियों के कुछ हिस्से का व्यवसायिक उपयोग तो शुरू कर दिया लेकिन न निगम में इसकी सूचना दी न संपत्तिकर खाते में सुधार ही किया। अब नगर निगम इन संपत्तियों का पता लगाकर इन्हें आवासीय से व्यवसायिक रूप में दर्ज करेगा।

जीआईएस को लेकर भी कवायद शुरू

नगर निगम ने एक बार फिर जीआइ सर्वे की तैयारी शुरू कर दी है। बताया जा रहा है कि इस बार निगम यह काम किसी एजेंसी से कराने के बजाय खुद करेगा। सर्वे में निजी और सरकारी जमीनों, भवनों तथा संपत्तियों के क्षेत्रफल की जांच की जाएगी।

निगम अधिकारियों का कहना है कि शहर में बड़ी संख्या में ऐसी संपत्तियां हैं, जिनका पूरा रिकॉर्ड ही निगम के पास उपलब्ध नहीं है। सर्वे के लिए राजस्व विभाग निगम के अन्य विभागों के साथ समन्वय बैठाकर योजना तैयार कर रहा है। निगम ने पूर्व में एजेंसी के माध्यम से जीआई सर्वे की तैयारी की थी, लेकिन एजेंसी पर आरोप लगने के बाद इसे रोक दिया गया था।

राजस्व बढ़ाने के लिए प्रयास कर रहे हैं

हम राजस्व बढ़ाने के लिए सतत प्रयास कर रहे हैं। बड़ी संख्या में ऐसी संपत्तियां हैं जिनका व्यावसायिक उपयोग हो रहा है, लेकिन निगम के रिकार्ड में वे आवासीय हैं। ऐसी संपत्तियों का पता लगाकर राजस्व को बढ़ाएंगे। इसी तरह जीआइ सर्वे से संपत्तियों के खातों में दिखाए गए क्षेत्रफल इत्यादि की जांच की जाएगी। -निरंजनसिंह चौहान, राजस्व प्रभारी नगर निगम इंदौर
