अमेरिकी रणनीतिक विश्लेषक Robert Kagan ने अपने चर्चित लेख “Checkmate in Iran” में इसे अमेरिका की रणनीतिक पराजय बताया है। यह टिप्पणी इसलिए महत्वपूर्ण है क्योंकि केगन स्वयं अमेरिकी हस्तक्षेपवादी विदेश नीति के सबसे बड़े समर्थकों में रहे हैं। जब वही व्यक्ति यह कहे कि अमेरिका “जीत घोषित करके पीछे हटने” की स्थिति में पहुंच गया है, तो यह केवल युद्ध का विश्लेषण नहीं, बल्कि अमेरिकी वैश्विक वर्चस्व की सीमाओं की स्वीकारोक्ति बन जाता है।
होर्मुज क्यों बन गया है दुनिया का सबसे बड़ा दबाव बिंदु?
Strait of Hormuz दुनिया की ऊर्जा आपूर्ति की जीवनरेखा है। वैश्विक तेल और LNG व्यापार का बड़ा हिस्सा इसी समुद्री मार्ग से गुजरता है। दशकों तक इसकी सुरक्षा अमेरिकी नौसेना की शक्ति का प्रतीक रही। लेकिन अब स्थिति उलटती दिख रही है।
यदि ईरान इस मार्ग पर प्रभावी दबाव बनाए रखने में सफल रहता है, तो वह बिना परमाणु हथियार इस्तेमाल किए भी पूरी दुनिया की अर्थव्यवस्था को प्रभावित कर सकता है। यही कारण है कि खाड़ी देशों से लेकर यूरोप और एशिया तक सभी इस संघर्ष को चिंता से देख रहे हैं। यह केवल सैन्य शक्ति का प्रश्न नहीं है, यह 'ऊर्जा भू-राजनीति' का नया युग है।
भारत सबसे अधिक चिंतित क्यों है?
भारत अपनी ऊर्जा जरूरतों के लिए खाड़ी क्षेत्र पर अत्यधिक निर्भर है। तेल की कीमतों में तेज़ उछाल भारत की अर्थव्यवस्था पर सीधा असर डाल सकता है। महंगाई, परिवहन लागत, कृषि लागत और रुपया — सब पर दबाव बढ़ेगा।
यही कारण है कि नरेंद्र मोदी (Narendra Modi) ने हाल के दिनों में नागरिकों से असामान्य लेकिन रणनीतिक अपीलें की हैं। प्रधानमंत्री ने पेट्रोल और डीज़ल के 'संयमित उपयोग' की बात करते हुए लोगों से मेट्रो, सार्वजनिक परिवहन और कार-पूलिंग अपनाने का आग्रह किया। उन्होंने Work From Home संस्कृति को फिर से बढ़ाने, अनावश्यक विदेशी यात्राएं टालने और विदेशी मुद्रा बचाने की आवश्यकता पर भी जोर दिया।
प्रधानमंत्री ने यहां तक कहा कि जिन शहरों में मेट्रो है, वहां लोग निजी कारों की बजाय सार्वजनिक परिवहन को प्राथमिकता दें और यदि कार का उपयोग करना पड़े तो “एक कार में अधिक लोग साथ यात्रा करें।” यह अपील केवल ईंधन बचाने की सलाह नहीं है, बल्कि यह संकेत है कि भारत सरकार पश्चिम एशिया संकट के संभावित दीर्घकालिक प्रभावों को गंभीरता से देख रही है।
सरकार किन उपायों पर काम कर रही है?
केंद्र और कई राज्य सरकारें अब “युद्धकालीन आर्थिक सतर्कता” जैसे कदमों की चर्चा कर रही हैं।
Yogi Adityanath ने आधिकारिक वाहनों के उपयोग में 50% कटौती, Work From Home, कार-पूलिंग और सार्वजनिक परिवहन बढ़ाने जैसे कदमों की घोषणा की।
इसी तरह, महाराष्ट्र में Devendra Fadnavis ने भी ईंधन के “संयमित उपयोग” की आवश्यकता पर बल दिया। स्वयं प्रधानमंत्री ने अपने काफिले को भी छोटा करने का निर्देश दिया है ताकि राजनीतिक नेतृत्व “उदाहरण” प्रस्तुत कर सके।
इन कदमों का उद्देश्य साफ़ है:
- तेल आयात बिल को नियंत्रित करना
- विदेशी मुद्रा भंडार पर दबाव कम करना
- ऊर्जा संकट के मनोवैज्ञानिक प्रभाव को सीमित रखना
- और भारत को संभावित वैश्विक आर्थिक झटकों के लिए तैयार करना
क्या दुनिया बहुध्रुवीय व्यवस्था की ओर बढ़ रही है?
China और Russia इस संकट को अमेरिकी शक्ति की सीमाओं के संकेत के रूप में देख रहे हैं। यदि अमेरिका पश्चिम एशिया में निर्णायक परिणाम नहीं ला पाता, तो यह संदेश पूरी दुनिया में जाएगा कि अब वैश्विक शक्ति संतुलन बदल रहा है।
- इतिहास में ऐसी घटनाएं साम्राज्यों के धीमे क्षरण की शुरुआत बनती हैं।
- Vietnam War ने अमेरिका की नैतिक शक्ति को चोट पहुंचाई थी।
- War in Afghanistan ने उसकी रणनीतिक सीमाएं उजागर की थीं।
और अब ईरान संकट यह दिखा रहा है कि केवल सैन्य शक्ति से ऊर्जा-आधारित भू-राजनीतिक युद्ध नहीं जीते जा सकते।
भारत के लिए सबसे बड़ा सबक
भारत के लिए यह समय केवल चिंता का नहीं, बल्कि पुनर्समीक्षा का भी है। ऊर्जा सुरक्षा अब केवल आर्थिक विषय नहीं रही, यह राष्ट्रीय सुरक्षा का केंद्रीय प्रश्न बन चुकी है।
भारत को आने वाले वर्षों में सामरिक तेल भंडार बढ़ाने, नवीकरणीय ऊर्जा पर तेज निवेश, इलेक्ट्रिक मोबिलिटी, रेलवे आधारित लॉजिस्टिक्स, और हिंद महासागर में समुद्री सुरक्षा क्षमता मजबूत करने पर तेज़ी से काम करना होगा।
Narendra Modi की हालिया अपीलों को केवल “ईंधन बचाओ अभियान” समझना भूल होगी। यह दरअसल उस बदलती दुनिया का संकेत है जहां युद्ध केवल सीमाओं पर नहीं, बल्कि तेल, समुद्री मार्गों, सप्लाई चेन और विदेशी मुद्रा भंडार पर भी लड़े जा रहे हैं।
और शायद यही इस पूरे संकट का सबसे बड़ा निष्कर्ष है— 21वीं सदी में जो देश ऊर्जा और सप्लाई चेन पर आत्मनिर्भर होगा, वही वास्तविक रणनीतिक शक्ति बनेगा।
